There are three VDP phases in the registration process:
1. Pre-Release Phase
2. Update Phase
3. Post-Release Phase
Pre-Release Phase
The institutional phase also known as the Pre-Release Phase should occur at least 18 months before the offender is released from incarceration. During this phase, the offender will take the initiative and responsibility to enroll in value development activities while incarcerated. At this time, an initial registration should occur with H.XO.P.E. through the Inmate Register/Update page or through U.S. mail.
Update Phase
The Update Phase is a continuous process that provides H.XO.P.E. with information on an inmate's positive/negative participation in value development activities and behavior status. This should occur until released. Updates can be provided through the Inmate Register/Update page or through U.S. mail. No supporting paperwork is required when submitting this information, only the name or title of the activities, completion status (successful/unsuccessful) and any positive or negative behavior/disciplinary actions.
Post-Release Phase
The Post-Release Phase begin about three (3) months before expected release. At this time, H.XO.P.E. should be contacted through the Inmate Register/Update page or U.S. mail and informed of release date so that researching employment possibilities can begin. Upon release, H.XO.P.E. should be contacted and sent all supporting VDP paperwork, behavior records and a resume (with references). H.XO.P.E. will request an application be completed, begin to verify information and pursue employment possibility for the individual. If H.XO.P.E. is successful in securing employment, the individual will agree to adhere to a six (6) month mentoring program that reinforces and verifies their spiritual, social and behavioral progress.
